I'd like to start assembling a 1000 yard gun over the next year or so. I am most familiar with the Remington 700 action and 30 caliber chamberings, so I'm thinking about a M700 in 300 Win Mag. I'd like some suggestions though, as I'm sure there are better options out there. I'll consider just about anything for chambering as long as I can reload it.
Also, as far as a scope, what magnification is usually required for such a range? Fixed or variable?

Just too many options as far as rifles and chamberings. But the tried and true is the 300WM(or an improvement thereof). Barrel twist options will determine your best bullet weight(heavier is always better for the wind).
Optics....
Anything will and can work. I like 10x, but I've been known to go as far as 50x! The 50BMG I have in the classifieds has a 10-50x 60mm 30mm-tube. It normally stays on 10-20x due to the 'bad' air I get to look through. But on the rare days the wind isn't blowing the humidity around, I can always crank it up.

Why not get a good Sharps or Highwall, chambered in 45-70 or 45-110 a good set of soule sights and a spirit level front and have some real fun shooting from 300-1000 yds?

for learning the ropes at 1000 i am a big proponent of buying a rem 700 vls in 308, sticking a leupold 6.5-20 on it, and loading 168 a-max's w/ varget. you can certainly put a bigger than 20x scope on it, but as noted, it isn't very often when you will actually be able to go much above 18x - and shooting in the winter over snow is about as bad as mirage can get.
shootable for long periods, you will learn tons, the 308 is capable at and beyond 1000... once you learn the ropes, then build your gun. you'll be happier w/ the end result too if you do it from a first-hand-informed perspective.

I already have a M700 in 308 with a 26" heavy barrel. It's quite an accurate rifle, average one-half MOA at 100 yards with my best groups being one-quarter. A M700 in 300 WM does seem like a good option, but it would be very similar to what I already have. My scope on this rifle is a Leupold 3-9x50 VX-II.

in that case, re-scope the rifle, and start shooting.
set your zero for 200 yards, and start backing off until you are at 1000 yards. get used to dialing in clicks and working w/ the wind. once you get to where you are shooting groups under 6", then you could probably realize the benefit of going custom here.
the 308 is a mild chambering and will allow you lots of barrel life to learn on. if you are going to try to learn the ropes w/ a 300 win mag, you are likely to have to re-barrel about the same time you start getting comfortable at the 1000 yard line.
one of your questions, chambering, is actually not going to be a huge deal for 1000 yard shooting. when i build my next 1000 yard gun i will chamber in 6.5 or 7mm to take advantage of the better bc's over the 30 cals. 6.5-284, 7-08, 260, 7 wsm etc are all going to be good at 1000.

I would also suggest, either a 20 moa sloped base or Burris signature rings with offset inserts, this keeps you scope's adjustment more centered at longer range.

Everyone has there preference, but the 7mm Mag is really an option...i know your looking at paper at 1000, but Best of the West hunting show has kills at 1000 and beyond on elk,,,,,all with the 7 mag...with the Berger 168gr. they prove that it drops less than a 300 win mag at that distance....just something to think about, and with a brake on it, i can shoot 40-50 rounds in a sitting and still have no pain....rsbhunter

Try one of the WBY Mag 300 and higher calibers. Also have a look at page 438 of Nosler reloading manual 6 in regards to WBY 30-378 Magnum for 1000 yds bench rest.

Many shooters have tired of replacing bbls. every 800-1000 rounds on the magnums and cartridges like the 6.5x284. my next long range rifle will probably be a 6br with a 1 in 8 or 1 in 7 twist. bc is more important than velocity at long range. An accurate .308 is also an excellant choice. I'd suggest that you work up a good load with the 190 Sierra MK and shoot the rifle you have. Farrel 20 moa bases will allow you to achieve a 1,000 yard zero and normally still work for a 300 yard zero.

How about an FN SPR (Special Police Rifle) action with a custom barrel to your desired chambering:
This one is chambered to a .22-250 Ackley Improved. I have another action just like this one, with a .30 barrel. Will finish the former before starting on the latter. The first will be strickly for varmints. Not sure about the final build on the second, though a muzzle brake to reduce recoil is a main consideration. I'm not into deer hunting, so it will probably be pressed into service as a distance predator rifle.
My point is that I'm not much into taking existing rifles apart, unless the barrel is shot out of one. But, actions, barrels, stocks, etc. can be had so easy that you should really consider 'rolling your own'.
The .22-250 AI will have a Burris scope, but am really studying on one of the new Nikons for the .30.
