What is the differance in +P and +P+ ammo? How do they measure it? Are thier safe +P load recipes available for handloaders, or are they strictly a SAAMI manufacturers' perogative? Academically speaking, of course...

If I remember correctly, standard .38 Special runs about 18500 CUP, +P at 21500 CUP or there abouts. I don't beleive SAAMI has a +P+ rating, more of a marketing tool. Again, going from memory, +P+ is somewhere in the high 20000.low 30000 range. Close to .357 pressures.
Latest Lyman manual has +P loads, so do several others.
