I've tested the following load: 7.0 grains of Hodgdon Universal, Starline .41 Magnum cases, 215 grain cast lead semi wadcutter bullets, CCI large standard pistol primers. They shot pretty good, and on my chronograph averaged 1035 fps. In the load data I've been able to find 7.0 was the lightest load using Universal for this caliber and this powder / bullet combo.
Would it be safe to reduce the powder charge to 6.5 or even 6.0 grains with this combination of powder and components? Any information would be appreciated. Thank you.

It would be safe with this powder, but you probably wouldn't develop enough pressure for the powder to burn consistently, causing larger than normal velocity variations and incomplete burning of the powder charge, which results in poor accuracy. You would be better off to switch to a faster burning powder for lower velocity loads, such as Bullseye.
