Yahoo provides one for free that seems to keep them at bay.  Don't even think about them anymore....

The Google toolbar includes a pretty good popup stopper, too. I hardly ever see them anymore.

There's a number of Trojan Horse viruses out there that display that kind of activity - endless pop-ups. You may have acquired one of those. Some get by the Windows-based anti-virus programs with relative ease. Some AV programs (Avast! in particular, which is a free AV program) let you run a "boot time scan" that can be pretty effective against those Trojans that are dormant until the OS finishes loading. There's another one (sav32cli - also free, but a little more difficult to operate) that runs in the "Safe Mode with Command Prompt" environment of Windows XP and really does a good job of rooting them out. The latter program requires a modest command inputting ability.

Most Trojans and other viruses copy themselves to the System Restore folder, so turning that feature off before running a boot time scan or command prompt-based AV scan is a must.
