I have some 9mm cases that don't accept new primers. The stamp says "9mm Luger FC NT. I also have some S & B, same thing. What gives?

If they are new, they might have small burr on them. Try to inspect a few with a stroig magnifier, and run an Exacto knife around the rim of the primer pocket to cut a chamfer.
These aren't militray cases that has swaged crimp on them are they?

I just want to make sure of one thing.....you're using 'small' pistol primers, right?
I haven't experienced problems with 9mm cases and primers not seating.

s&b brass has notoriously tight primer pockets. you're just gonna have to shove it on in.
some federal brass is crimped. you'll have to remove the crimp to use it.

Never had any S&B brass that had small primer pockets...did have some that had shallow primer pockets, though. try borrowing a primer pocket swageing tool, or just use a primer pocket unformer tool. Will cut away imperfections and crimps.

I ended up with so much 9mm brass, that when I ran into S&B with those terrible tight primer pockets, I scrapped 'em.

swaging tool in this context takes a small hole (primer pocket) and makes it a little bigger by forcing a spud into it.
rcbs sells one - costs maybe $20, and works on about any press. a little tedious to use, but works fine.
there are others out there that may be far more expensive - i heard dillon has a real nice one out, but haven't used it.

S&B brass gives me fits, I just trash it. The primer pockets are unusually tight, and the rim is so heavily radiused that it makes it difficult to get the primer started.....
FC stands for federal cartridge, and NT stands for non-toxic.
They use primers with no lead or mercury in them, and may be a non-standard size.
It's a good practice to just pick the headstamp you have the most of, sort the rest out and just load one headstamp.
Even if you decide to load mixed brass, it's a good idea to keep a stoppage log, with the brand of case and the reason you think it doesn't work.
You'll begin to see patterns, and you can actually load much faster and with more confidence if you only wind up using one headstamp.
