There are several of the major AR manufacturers who make uppers chambered for 7.62x39.  I don't know of any "conversion" kits out there to convert from the standard .223.  I can't remember all of them, but check out Stag Arms, DPMS, Bushmaster, and Rock River Arms.  I don't know if all them make uppers for this cartridge but I know some of them do.

My shooting buddy has a New Colt AR in the box chambered in  the 7.62x39. I  believe Midway has the uppers in this cal.

One of my guides has a 7.63x39 Colt upper on a colt receiver.  It functions well.  Accuracy is questionable.  The magazines are very oddly shaped and cumbersome. 

Not a huge fan myself.

a buddy of mine built a 7.62 ar with a 16" barrel he got a kit from model1sales.com, and he does pretty well.  I do not believe it has seen anything other than wolf down the barrel but he still does in the 2-4 moa area.  hope this helps.
