For a moment forget optical glass properties and assume all shooting will be done in perfect light conditions. Assume that the reticle you like is available in any scope. Assume a heavy rifle in a varmint caliber so that recoil is not a serious issue (in contrast to a 7 pound 378 Weatherby).

What is the best scope for repeatability of windage and elevation adjustments ?

What economically priced scope has very good repeatability that you would be happy with ?

Some scopes that come to mind include the Weaver T-series, Sightron, Bushnell 4200, Leupold, Nightforce...

If windage and elevation repeatability were your first consideration and cost your second, what scope would you go with ?

US Optics  I don't think anyone has ever reported a USO adjustment shifting.

Also, Burris makes some models you can lock down, essentially creating rigid internals.
