i live in sw.va. and never hunted anything besides whitetail but really want a nice mule deer.what im looking for is a state where i can just buy a license over the counter and hunt without paying out the wazoo for a outfitter!

 i realize a outfitter would up my chances but id rather hunt them instead of being shown what to shoot...maybe a semi guided but i wanna work for the animal.any suggestions?

I started going to Colrado in 1984 when you could buy doe & buck mule deer  & bull elk tags over the counter never went to an outfitter for deer most just drove in Colorado from all over the nation to hunt.Do google searches  for Oregon,Wyoming Colorado.Utah,Idaho,ETC

Just another bit of info, the success rate was over 71% for nonresident mule
