Also, as far as a scope, what magnification is usually required for such a range? Fixed or variable?

I'd like to start assembling a 1000 yard gun over the next year or so. I am most familiar with the Remington 700 action and 30 caliber chamberings, so I'm thinking about a M700 in 300 Win Mag. I'd like some suggestions though, as I'm sure there are better options out there. I'll consider just about anything for chambering as long as I can reload it. Also, as far as a scope, what magnification is usually required for such a range? Fixed or variable?
