for learning the ropes at 1000 i am a big proponent of buying a rem 700 vls in 308, sticking a leupold 6.5-20 on it, and loading 168 a-max's w/ varget. you can certainly put a bigger than 20x scope on it, but as noted, it isn't very often when you will actually be able to go much above 18x - and shooting in the winter over snow is about as bad as mirage can get. shootable for long periods, you will learn tons, the 308 is capable at and beyond 1000... once you learn the ropes, then build your gun. you'll be happier w/ the end result too if you do it from a first-hand-informed perspective.
